Proposed development plans

We’re happy to announce that ISPT have submitted a development application to Blue Mountains Council with proposed plans for Winmalee Village. With the departure of Target Country, there is now an opportunity to continue to revitalise the centre. The plans propose:

  • A new child care centre
  • Relocation of car parking towards the main centre
  • Demolition of the Target Country tenancy
  • An extension of the centre towards the current rear carpark to accommodate additional commercial or medical tenancies.

Some handy FAQ’s:

Q: What is happening at Winmalee Village?

A: We are proposing a new child care centre, relocation of car parking towards the main centre, demolition of the Target tenancy, and potentially additional commercial tenancies. The new works are subject to Council approvals and pre-committed tenants.

Q: Why are you proposing the works?

A: With Target leaving in March-21, an opportunity has been created to continue to revitalise Winmalee Village. Our research has indicated demand for quality child care in the catchment and additional health and wellness uses.

Q: What about Kmart or ALDI?

A: We would welcome Kmart and ALDI to the centre and have discussed the opportunity with both tenants. At this stage Kmart or ALDI are not proposed for Winmalee.

Q: When will the works occur?

A: The works are subject to Council approvals and pre committed tenants. The works could be staged if, for example, the child care is pre-committed prior to the other uses. Ideally we will obtain Council consent by the end of 2021 and commence construction in early 2022.

Q: How much are you spending?

A: The investment will depend upon the final works and the staging. The investment will range from $4million to $10million.

Q: What are you doing about car parking?

A: The carpark was re-line marked when we undertook the façade and entry upgrades in late 2020. The proposed works will relocate a number of cars from the north carpark closer to the centre. This means there will be more available car parking closer to the centre entries. Total car parking numbers will be maintained. All car parking will remain free.

Q: What are you doing with the TOMRA return & earn machine?

A: The TOMRA machine will be relocated towards the rear of the centre. We will have signage for it and guide the way. This means that the maximum number of cars are available for customers, closest to the centre.

Q: How many tenants will be in the new extension?

A: The new extension to the south could accommodate 1-single user, such as a medical centre, or a number of users. The final configuration and uses will depend on tenant demand.

Q: What uses would they be?

A: Again, this depends on tenant demand. We are targeting health and wellbeing uses and services.

Q: Will the centre remain open during the redevelopment?

A: The centre, including Coles, will remain trading throughout construction. It is important the works are conducted safely, hence parts of the carpark will be closed during demolition and construction works.
